The Roma Street Station Subway Enhancement (RSSSE) project was a crucial part of the comprehensive Roma Street Station development, under the umbrella of the wider Cross River Rail project. The primary objective of this project was to upgrade the architectural finishes within the existing subway station and on busway platform 2.

This rail station upgrade required managing brownfield environment with complex interfaces in an operational rail setting. The subway and accessibility enhancement project was constructed amongst the construction access difficulties of the Cross River Rail project at Roma Street Station while maintaining rail commuter access.

Delta developed and implemented a structured delivery strategy to deliver innovative, value-for-money outcomes, that included early stakeholder engagement, market testing, and optioneering of delivery strategies enabled the development of a Construct Only contract model that utilised tenderer feedback to improve the design’s constructability.

The RSSSE delivery strategy facilitated a short EOI process led to the selection of two companies for the Early Tenderer Involvement (ETI) phase to participate in an interactive process to competitively develop Construction Offers. This created a highly collaborative environment between contractors, designers, and client representatives. The strategy enabled several key items, including minimal disturbance to public access during construction, protection of the client’s budget with a targeted risk allocation, preservation of the heritage overlay, supporting innovations for heavy equipment ingress, catering for delays in site access, and management of the strict electrical interface requirements.
