The award-winning, Logan Enhancement Project (LEP) was Queensland’s first market-led proposal announced by the State Government, a $0.6 billion road upgrade of the Gateway and Logan Motorways. The project involved upgrades to the Logan Motorway, Gateway Extension Motorway and interchanges with local roads to relieve congestion and improve connectivity.

Delta was engaged to manage the procurement phase of the project. The LEP procurement process was awarded GOLD for the Best Transport Project in the Asia-Pacific public-private partnership awards. The project was also awarded the first Leading rating in Queensland by the Infrastructure Sustainability Council (ISC).

Agreement by the key stakeholders (Qld Treasury, Transport and Main Roads, Local Councils, Transurban) on the project requirements was critical. Delta worked collaboratively with all stakeholders to obtain collective agreement on the priority of their requirements differentiating between “essential” and “nice to haves” to develop a comprehensive Project Scope and Technical Requirements acceptable to all parties that met budgetary and time requirements.

Keeping to our promise to achieve delivery certainty, we met all project milestones with documentation targets within an accelerated 34-week ROI and ITT procurement phase involving two Tenderers that was followed by the finalisation of the D&C Contract within three weeks of the approval of the preferred tenderer. Financial close was delivered on schedule and we successfully negotiated up and downstream obligations with TMR, Treasury and the Transurban to complete the deal.

This included engaging with active environmental groups to address sensitive environmental issues and sustainability initiatives within the franchise agreement framework. This outcome enabled the procurement to proceed with a greater level of certainty and clearer risk allocation for the project scope. We added further value by undertaking a review of the Asset Management approach and records of maintenance activities to enable seamless handover at the end of the maintenance phase.
