Gold Coast Light Rail Stage 3 (GCLR3) involved a 7km extension in a brownfield urban area from Broadbeach South to Burleigh Heads and includes the procurement of eight new stations, additional light rail vehicles and a stabling depot upgrade.
GCLR3 consisted of a multi-stream delivery strategy and program of works. It required the engagement and management of multiple, complex, and inter-related stakeholders to better understand and address issues of an aggressive contractual and commercial environment.
Key achievements were within the risk allocation and relief mechanism, by ensuring that the project was attractive to the market considering the changing contractor risk appetite, for items such as unknown utilities.
Delta facilitated discussions to agree on a mutually acceptable commercial agreement between GoldlinQ, the Contractor and in turn GoldlinQ, Local, State and Federal Governments. This transaction also required navigation of unforeseen circumstances around a global pandemic, numerous ‘lockdowns,’ and the introduction of the Best Practise Industry Conditions (BPIC) into the Queensland Procurement Policy Framework to meet procurement deadlines.
