Canberra Light Rail is the Australian Capital Territory’s major mass‑transit investment, designed to support population growth and create a high‑capacity north–south public transport spine through the city. The system is being delivered by the ACT Government and operated by Canberra Metro, providing a modern, fully accessible light rail network integrated with buses and active transport.
Delta provided transaction management and infrastructure advisory services to Canberra Metro Operations (CMET) in support of the O&M Contractor’s draft LPRDE Modification Proposal for the project. The modification included procurement of five new light rail vehicles, retrofit of fourteen existing LRVs with on‑board energy storage systems, expansion of the depot, and the ongoing operation and maintenance of the expanded system.
The tasks included coordination and integration of CMET, Delivery Contractor and CAF inputs into a single, coherent interim and non‑binding submission addressing Project Co’s requested details of the modification. This included managing the submission programming to meet key milestone dates, and oversaw preparation of interim pricing, integrated delivery programs, scope definitions, and consolidated assumptions and exclusions registers across multiple counterparties.
