USING COLLABORATION TO CAPTURE A SOLUTION TARGETED FOR SUCCESS
ROMA STREET STATION SUBWAY AND BUS PLATFORM UPGRADES
The Roma Street Station Subway and Bus Platform Upgrades was a project overseen by the Cross River Rail Delivery Authority (CRRDA) and constituted a crucial part of the comprehensive Roma Street Station development, delivered under the umbrella of the wider Cross River Rail project.
The key objectives of the project were to:
upgrade the architectural finishes within the operating rail subway and busway platform
establish a uniform aesthetic and functional experience across Roma Street Station, ensuring these areas complemented the forthcoming new underground station.
However, finding a contractor with specialised expertise for such a complex project to be delivered within an operational environment was a challenge.
So too was ensuring that the contractor’s proposed approach to delivering the project would be successful. The CRRDA required specialist procurement expertise to plan and manage the transaction and to achieve the stringent timeframes.
Implemented an innovative and carefully planned approach that included early market engagement to understand available capabilities and target suitable partners.
Utilised an interactive process that allowed potential contractors to work closely with key stakeholders to develop an efficient and value-for-money solution for their tender. This could be interrogated and verified during the tender process and adjusted as required to achieve the required outcomes. The preferred solution could then be captured to ensure successful delivery.
Delivering the upgrades in the bustling Roma Street Station without disturbing regular services.
Delta's collaborative and innovative approach to an interactive dual ECI process enabled:
the development of a detailed work staging plan that could be interrogated and tailored during the tender process
careful planning and deployment of strategies to address key issues such as peak times, noise, temporary access, and safety for minimal public disruption and efficient execution.

the engagement of contractors with the necessary skills and experience to take part in the dual ECI process
the implementation and management of an evaluation process to ensure that the contractors' responses addressed key project issues and demonstrated value for money
the securing of an experienced contractor whose offer exceeded the project requirements.
